 Memorandum

DATE:            May 6th, 2022

TO:                 Arapahoe County Law Enforcement Agencies

FROM:          Arapahoe County Sheriff Tyler Brown

SUBJECT:     Update re: Law Enforcement Contacts & Arapahoe County Detention Facility Procedures

This memorandum is to update you regarding the status of law enforcement operations at the Arapahoe County Sheriff’s Office and at the Arapahoe County Detention Facility (ACDF), taking into account statewide public health orders and the increased court operations of the Eighteenth Judicial District.

We have been carefully monitoring the situation with COVID-19 and all associated variants and our current operations. Because of our diligent efforts to limit the introduction of COVID-19 to the ACDF, we were able to limit the exposure and spread of this unpredictable virus in our facility. Because of that success, and after consulting with our medical staff and the recommendations of the CDC, we are now ready to return to pre-COVID operations.

Reducing the census based on limited acceptance criteria assisted ACSO in ensuring that the necessary procedures, space, and staff were available to limit further exposure. As I mentioned in prior updates, it was vitally important to strike a balance between allowing more arrestees into the facility and not overwhelming the system. This not only ensured the health and safety of  staff and the in-custody population, but also avoided costly and resource-intensive litigation given that jails and prisons across the nation, including in Colorado, have faced an increased number of lawsuits from inmates and civil rights groups regarding conditions within those facilities and the response of facilities to preventing or mitigating outbreaks of COVID-19.

Moving forward throughout the facility to limit the risk of exposure and spread.

EFFECTIVE MAY 8, 2022, ACDF WILL ACCEPT ALL warrants AND PC ARRESTS.

Thank you all for your cooperation and assistance to mitigate the spread of COVID-19 and protect the staff of the Arapahoe County Sheriff Office. Individuals took an opportunity during a difficult time in our nation’s history to prey on the community, and the Arapahoe County Sheriff’s Office is committed to assisting in holding these criminal actors accountable for their actions.
